Regina Bypass: supporting the development of Saskatchewan, Canada
To reduce congestion in Saskatchewan, improve road safety and boost the regional economy, we commissioned the Regina Bypass in 2019. It is the largest infrastructure project in the history of the province.

The province of Saskatchewan – an area of strategic importance in Canada
Saskatchewan stretches over an area larger than France and its economy is powered by agriculture, forestry, mining, gas and petrol. As these products are exported, facilitating fast and safe connections between these industrial zones and the rest of the country is a major concern. As such, a road to bypass the capital Regina was essential.

First public-private partnership in transport infrastructure in the province
A 30-year contract was awarded to VINCI Highways (VINCI Concessions) and Carmacks (Canadian subsidiary of VINCI Construction) to manage and maintain the infrastructure, which was the first public-private partnership for a highway in the region. It saw the Saskatchewan Ministry of Highways and Infrastructure join forces with the Regina Bypass Partners concession company, composed of VINCI Concessions (37.5%), the US-based engineering company Parsons Enterprises (25%), the Canadian construction group Graham (12.5%) and the investment fund Connor Clark & Lunn (25%).
Commissioned in 2019, after just four years of works, the infrastructure will be managed and maintained over a 30-year period by VINCI Highways (VINCI Concessions) and Carmacks, Canadian subsidiary of Eurovia (VINCI Construction).

Improving road safety and boosting the regional economy
With 61 km of road (including 37 km built and 24 km renovated as part of the project), four lanes, 12 junctions and 33 bridges and viaducts, the Regina Bypass helps to decongest the province’s capital and make roads safer.
The bypass also brought the province of Saskatchewan, where the economy is primarily driven by exports, faster and more reliable access to the country’s major roads.

A project presenting many challenges
VINCI successfully dealt with two major challenges:
- delivering the project to schedule in an isolated region
- coordinating the consortium of companies involved
This project illustrates our ability to deliver large-scale projects on time and on budget while also upholding the most stringent quality and safety standards as well as integrating technical innovations to suit the very harsh weather conditions in the west of Canada. The Regina Bypass is also a tangible demonstration of our builder-concession model, drawing synergies from the expertise of our various subsidiaries: VINCI Concessions, Eurovia, VINCI Construction (Soletanche Freyssinet, VINCI Construction Terrassement) and VINCI Energies.
