Xavier Huillard

Xavier Huillard is a graduate of the École Polytechnique and the École Nationale des Ponts et Chaussées (Ponts ParisTech). He has spent most of his working life in the construction industry in France and abroad. Mr Huillard joined Sogea in December 1996 as Deputy Chief Executive Officer in charge of international activities and specific projects, and then became its Chairman and Chief Executive Officer in 1998. He was appointed Deputy General Manager of VINCI in March 1998 and was Chairman of VINCI Construction from 2000 to 2002. He was appointed Co-Chief Operating Officer of VINCI and was Chairman and Chief Executive Officer of VINCI Energies from 2002 to 2004, then Chairman of VINCI Energies from 2004 to 2005. Mr Huillard became Director and Chief Executive Officer of VINCI in 2006 and was appointed Chairman of the Board of Directors and Chief Executive Officer of VINCI on 6 May 2010. He served as Chairman of the Institut de l’Entreprise from January 2011 until January 2017. He was appointed Chairman of VINCI Concessions SAS on 20 June 2016.

Pierre Anjolras was born in 1966, is a graduate of the École polytechnique and a civil engineer. In the past, he worked for the Loire-Atlantique Department of Infrastructure and then for the European Commission’s Directorate-General for External Relations, before joining the VINCI Group in 1999 as the Regional Director of Sogea Sud-Ouest. In 2004, he became the Chief Operating Officer of Cofiroute before being appointed as Chief Executive Officer of ASF in 2007. From May 2010 he was the Deputy Executive Officer of Eurovia in charge of International and Public-Private Partnerships. Pierre Anjolras has been appointed as Chairman and Chief Executive Officer of Eurovia with effect from 1 March 2014, and becomes a member of VINCI’s Executive Committee. He became Chairman of Eurovia in 2016 and Chairman of VINCI Construction in 2021. On May 2024 he has been appointed Chief Operating Officer of VINCI.

Born in 1970, Nicolas Notebaert is a graduate of the Ecole Polytechnique (X 89), the Ecole Nationale des Ponts et Chaussées (Ponts 94) and holder of an MBA. Consultant to the World Bank in 1994, he held various positions in the Ministry of Infrastructure between 1995 and 2002, in the DDE (Departmental Infrastructure Directorate - DDE) and on the staff of the Minister. He joined the VINCI Group in 2002 as head of the Operations Department at Cofiroute and moved to VINCI Concessions in 2004 as Director of Business Development, France. In February 2008, he was appointed Chairman of VINCI Airports and became a member of the Executive Committee of VINCI Concessions. In June 2016, Mr Notebaert was appointed Chief Executive Officer of VINCI Concessions and joined the VINCI Group’s Executive Committee. In particular, he has accelerated the development of VINCI’s motorway concessions outside France.In November 2024 he was appointed Chief Executive Officer of Concessions at VINCI.

Born in 1956, Christian Labeyrie is a graduate of the HEC business school and holds accounting qualifications. He began his career in 1980 in the Paris branches department of the Crédit Lyonnais bank. From 1984 to 1990, he held various financial posts in the Schlumberger group (as project manager in the Audit Department, then division controller in the petroleum department) and then joined Rhône-Poulenc Santé as head of the treasury and financing department. He joined VINCI in 1990 as Director of Management Control for the holding company. In 1993, he was appointed Deputy Financial Director with responsibility for financial transactions and for the accounting and tax departments. Christian Labeyrie has served as Chief Financial Officer of VINCI since January 1999. He was appointed Executive Vice President of VINCI in 2006.

José María Castillo Lacabex

José María Castillo Lacabex, born in 1971 and holder of an industrial engineering diploma awarded in 1997, joined the Spanish concessions and construction group ACS in 2001 and has spent most of his career working in various positions in a number of different ACS subsidiaries. In 2009 he was appointed Managing Director of IMESAPI, before taking the same role at CYMY/MASA in 2014. In 2015, José María Castillo Lacabex was appointed Director General of Cobra Gestión de infraestructuras before becoming CEO of the Cobra group in 2016 and subsequently the ACS Industrial Services division in 2019. In 2020, while retaining his functions in ACS IS, he was appointed Chairman-CEO of Dragados S.A. In January 2022, following the takeover of Cobra IS by VINCI, José María Castillo Lacabex became a member of the Executive Committee.

After one year on a construction site in Hong Kong, Arnaud GRISON began his career in 1992 at the French Ministry of Transportation, in charge of road construction projects in Savoie (France). In 1997 he joined SITA, the waste management subsidiary of the Suez group, where he held operating and senior management positions. He joined the VINCI group in 2004 as CEO of EFS (European Flight Services), a subsidiary of VINCI Airport Services. He moved to Cofiroute (VINCI Autoroutes) in 2007, where he was in charge of operations before being appointed Chief Executive Officer in 2010. In 2012 he moved to VINCI Energies as CEO of VINCI Facilities, before being appointed Managing Director for VINCI Energies International & Systems in 2014. Since March 2019, Arnaud GRISON is CEO of VINCI Energies. Born in 1967, Arnaud GRISON is a graduate of French Engineering schools Ecole Polytechnique and Ecole National des Ponts et Chaussées, and he holds a Master of Science degree in Construction Engineering and Management from Stanford University.

Having graduated from the École polytechnique and the École des Ponts ParisTech (formerly the École nationale des ponts et chaussées), Virginie Leroy joined VINCI Immobilier in 2010 as Head of Business Property Projects. In 2015, she became Head of the Urban Development and Major Projects department in VINCI Immobilier, before being promoted to Deputy Managing Director, Business Property and Development. In March 2022, she was appointed Managing Director, Residential Real Estate and Regions. On 1 August 2023, Virginie Leroy became President of VINCI Immobilier.

Patrick Sulliot was born in 1959, holds an engineering degree from the École Nationale Supérieure des Arts et Métiers, and joined Eurovia in 1984 as a construction engineer. He successively oversaw the Paris then Lyon business units, became Director of the Rhône-Alpes region then Deputy Director of the Rhône-Alpes Auvergne region in 2000, and moved to Eurovia Limited in the United Kingdom as Deputy Managing Director in 2007. He was appointed Managing Director for the Americas in 2012 then Managing Director for the Americas and United Kingdom, and to Eurovia’s Executive Committee, in 2015.
In 2021, Patrick Sulliot became VINCI Construction’s CEO Americas and Oceania, which encompasses its subsidiaries in Australia, Canada, Chile, New Zealand and United States.
In January 2024, he was appointed Chief Operating Officer of VINCI Construction in charge of International proximity networks (Europe Africa, United Kingdom, Americas Oceania) and of digital transformation.
As of 1st September, he has been appointed as Chairman of VINCI Construction. He joins the VINCI’s Executive committee.

Pierre Duprat, born in 1963, is a graduate of the Paris business school EAD. He started his career at BDDP, a communications agency in 1987, moving to Taxi Jaune in 1989 and then Stratéus in 1990. From May 1997 to May 2003, he was deputy communications director at VINCI (formerly SGE). In May 2003, he was appointed director of communications at Cofiroute, where he became director of marketing and communications in December 2004. He remained in that post until December 2007. In August 2004, he was made manager of SERA, the operator of Autoroute FM, the motorway radio station. In May 2007, Pierre Duprat was appointed director of communications at VINCI Concessions. Since October 2007, he has been director of communications at VINCI. He joined VINCI’s Executive Committee in January 2010.

Christophe Pélissié du Rausas was born in 1958. He holds degrees from Ecole Polytechnique and Ecole Nationale des Ponts et Chaussées, and a postgraduate degree in Finance from Université Paris-Dauphine.
He started his career at the Ministère de l’Equipement (now the French Ministry of Ecology) then moved to the Spie Batignolles group where he worked in several management positions at Spie Enertrans.
He joined the VINCI Group in 1997 as Director of Concessions at Campenon Bernard (1997-1998), Executive Vice-President of Campenon Bernard, which later became VINCI Construction Grands Projets (1999-2001), and Managing Director of VINCI Energies Nord (2002-2003). He moved to VINCI Concessions in 2004, where he served as Deputy Director for Southeast Europe (2004-2009) then as Director of Client-side Project Management and Chairman of VINCI Railways. In that capacity, he was appointed Chairman of AGIFI (the French Association of Independent Rail Infrastructure Managers) from its inception in 2014 until 2017.
He has been VINCI’s Director of Business Development since March 2017.

Born in 1957, Patrick Richard is a graduate of Université de Paris I (postgraduate diploma in European law), the Paris Institut d’Administration des Entreprises (IAE) and the Paris Institut Supérieur d’Interprétariat et de Traduction. After working as a conference interpreter, he joined the legal department of Dragages et Travaux Publics in 1983, before moving to the legal department of Vallourec in 1986. Patrick Richard was appointed general counsel of Degrémont in 1991, of Dumez in 1993, of GTM in 1996 and then of the VINCI Group in 2001. In addition, since 2006, he has served as secretary to VINCI’s Board of Directors.

Born in 1975, Isabelle Spiegel is a graduate with an engineering degree from the École des Mines de Douai and the Technische Universität Berlin. She began her career at a Chamber of Commerce and Industry, before moving on to provide consultancy services for almost 15 years to PricewaterhouseCoopers clients on Corporate Social Responsibility. She spent two years in China and directed international task forces preparing publications by the World Business Council for Sustainable Development. In 2015, she went on to Arcadis to head up its Environment activities in France and oversee the development of the Sustainable Development business for Arcadis’s Europe, United Kingdom and Middle East region. Isabelle joined VINCI SA in August 2019 where she was appointed Environment Director of VINCI and will be named to the VINCI Executive Committee in April 2022.

With a degree in Engineering, a PhD in HR and an MBA, Jocelyne Vassoille, who was born in 1965, started her career in aviation and HR consulting. In 1996, she joined the Danone group, where she alternated between positions in corporate services and operational divisions in France and overseas before taking up the role of Director of International Talent Management in the Fresh Dairy Products Division and Group Sales and Marketing functions. In 2008, Jocelyne Vassoille moved to LVMH as Director of Human Resources in charge of Talent Acquisition and Development for the Selective Distribution, Perfumes and Cosmetics divisions, and was subsequently appointed Director of Human Resources, at Parfums Christian Dior. In 2013, she became Director of Human Resources, CSR and them Communications at the Vivarte group, and in 2016, she secured the position of Director of Human Resources of L'Oréal's Research & Innovation Division. In January 2020, she moved to VINCI as Group Vice-President, Human Resources, and joined its Executive Committee.
Management and co-ordination committee
The Management and Coordination Committee brings together the members of the Executive Committee and senior VINCI executives. Its remit is to ensure broad discussion of VINCI’s strategy and development.
